
The Council's mission is "to facilitate community-supported maintenance and restoration of the streams, rivers, and lakes within our watersheds".

The Council seeks to include in both its membership and governing body, a balance of interested and affected persons within the watershed pursuant to ORS 541.910(2). The Council will strive for membership that reflects the geographic diversity of the basin and promotes the citizen involvement required for broad-based community support. The goal of recruitment efforts will be to ensure that membership reflects representation from the three subbasins served by the Council. In addition, recruitment efforts will prioritize membership that includes representatives of local and regional boards, commissions, districts and agencies; representatives of federally recognized Indian tribes; public interest group representatives; private landowners; industry representatives; members of academic, scientific and professional communities; and representatives of local, state and federal agencies

Teamwork makes the Dream work
Pooling water in front of a beaver dam analog (BDA) is a normal and intended consequence of the structure, which mimics natural beaver dams by slowing water flow and creating ponds that raise the water table, increase groundwater/surface water interaction, and promote sediment deposition to restore riparian habitats. This backwater effect creates diverse environments for fish, supports wetland vegetation, and can help reduce stream incision and erosion.
